Netflix's latest 6-part crime thriller series is naturally gripping, insightful, and pulls you in from the moment you press play. While the narrative would stand firmly as a work of fiction, every second of the series is heightened by the fact that it is based on real events, as demonstrated by former Prime Minister Margaret Thatcher's resounding call for an American-like "war on drugs" following the deaths of several notable adolescents.
Right from the start of Legends, viewers can ascertain that the rising heroin epidemic, which plagued Britain during the late 1980s and early 1990s, was only responded to with appropriate efforts once the children of politicians and public figures started falling victim. A desperate task force of ordinary Her Majesty's Customs officials was assembled and recruited by a former undercover operative, portrayed in the Netflix series as Steve Coogan's Don.
While Tom Burke's lone wolf protagonist Guy leads one of the most intriguing investigations into a Turkish drug smuggling operation infecting the streets of London, several other characters are also undercover in Liverpool, living out their alter-egos with very little training and enormous risk to themselves and their loved ones.
These unsung heroes, as described in the first episode of the series, are called "Legends" – handcrafted identities with larger-than-life personas who exist separately from, yet are an inseparable part of, the actual volunteers. Some Legends are like masks that you can take on and off with ease, distinguished by a clear line between reality and make-believe. For some characters, however, who are so deeply entrenched in their Legend, the line between their true identity and their undercover one becomes nearly invisible, and maintaining a sense of self can be even more challenging than not having their covers blown.
Legends Showcases The Courageous Risks Of A Few Unsung Heroes
The entire foundation of Legends is built on the relatively unknown true story of courageous Customs employees who opted to place themselves in harm's way without actually training to be spies. In fact, these volunteers did not need to be properly trained as spies as part of their MO, so they could become even less susceptible to the dangerous kingpins, manufacturers, and smugglers they'd be dealing with face-to-face – as long as they kept their stories straight.
Legends doesn't reserve itself to only focusing on the handful of heroes, however. Eventually, it opens up into a fully-formed crime drama...
Legends doesn't reserve itself to only focusing on the handful of heroes, however. Eventually, it opens up into a fully-formed crime drama that personalizes the two greatest threats to the British heroin epidemic at the time: the Turkish suppliers and the Liverpool-based dealers. Naturally, conflicts between these two warring factions came about, and Legends makes sure to portray them in addition to the undercover efforts of its heroes. This gives the series an unexpected depth and complexity, especially regarding one revered antagonist who is stricken by his own wicked game.
While that is finally receiving the global spotlight it deserves, the 2026 book The Betrayer: How an Undercover Unit Infiltrated the Global Drug Trade examines the total and wider scale of the operation. The book is written by Guy Stanton, who inspired Tom Burke's protagonist in the Netflix series and spent 11 years living through his undercover "Legend" persona during a 35-year career as a Customs officer. He currently works as a private investigator and has publicly commented on the toll that his living "Legend" has taken on his mind and body over the years (via ).
Legends Benefits From Great Performances & Sharp Cinematography
Legends often drifts from action-fueled fight sequences and suspenseful crime elements that make it hard to look away to politically-charged drama on the same level as The Diplomat. The series does an exceptional job at capturing the full extent of the "Legends" operation as smugglers and suppliers up the ante in response to these undercover efforts. While the series admits to fictionalizing certain elements for the sake of entertainment, the very real and central battle for the safety and integrity of Greater Britain remains at the forefront throughout.
This core conflict is felt with great effect due to the strong performances across the board by the ensemble cast of Legends. Burke is wholeheartedly convincing as both the average version of Guy and his calculated yet occasionally unhinged Legend, who also operates by the same first name. His eventual downward spiral into his own delusion of his split identities is not surprising to see as it unfolds, but Burke delivers such a powerful rendition of a man who is seeking to lose himself in a new life, as opposed to simply being motivated by noble, even nationalistic, pursuits.
Burke and Coogan pave the way for the talented ensemble to become entirely captivating and convincing from start to finish.
Coogan's Don acts as the no-nonsense spine of the covert team, who constantly reminds his operatives of the importance of their goals as well as the fact that there is no going back. Even though he can seem overly serious at times, he is someone who has his own "Legend" and completely understands what he's asking of his team. If he loses sight of the ultimate aim, then he also risks his operatives losing their sharpness. In a game where one wrong move could mean instant death, there is simply no room for error, and Don holds that line firmly. Coogan, though, is able to bring an admirable charm to the leadership role and is certainly one of the more memorable top-billed characters. Burke and Coogan pave the way for the talented ensemble to become entirely captivating and convincing from start to finish.
Legends Is The Perfect Weekend Binge For Fans Of Gritty Crime Thrillers
Legends was anticipated to become one of Netflix's best new crime thriller series of Spring 2026, and it has certainly lived up to the hype. At just six episodes, it's perfect for a one or two-night binge this weekend that is well worth the investment, especially for fans of gritty dramas and gangster epics. What surprised me most about the series is how informed it was about the drug crisis and the multiple sides of the conflict. In addition to being entertaining, it is also educational and feels like a fascinating blend of docuseries and historical fiction. If you enjoy movies like Argo that bring incredible true stories with enormous political stakes to life, then Legends is a must-watch for you.

Legends is designed to be a lean 6-part thriller series, but impressively has a similar broad scope to other modern crime epics such as and even . While it is billed as a limited series, the series could reasonably expand with another 6-part installment, especially if there are more overlooked stories like these left to be told. Series creator Neil Forsyth made two seasons of his true crime docudrama series The Gold, so Legends season 2 is not entirely out of the question. Based on season 1's top-tier quality, Legends could become Netflix's next crime franchise if the weekend viewership matches its acclaim.
